I ran into the same problem.  The networkConnectors need to be first in the
XML declaration.

	<amq:networkConnectors>

dynamicOnly="false" conduitSubscriptions="false" networkTTL="5"/>

  	</amq:persistenceAdapter>

  	</amq:transportConnectors>
  </amq:broker>
