The Dead Letter Queue generally just kicks in when a client has rolled
back a transaction past the retry-count and the broker sends it the
DLQ.

However sometimes an application knows that a message is bad - so
there's no biggie with a client sending a message direct to a DLQ -
they are just regular queues.
