Try assigning different names to your two embedded brokers. For example, 

ActiveMQConnectionFactory connectionFactory =
  new ActiveMQConnectionFactory(vm://clientbroker); 

ActiveMQConnectionFactory connectionFactory =
  new ActiveMQConnectionFactory(vm://serverbroker);
