Yup, the '_' character is a definite no-no. We've also had problems with it. 

Assigning a discoveryURI attribute to a <transportConnector> element does
not preclude you from setting up a 'static' NoB. Its the <networkConnector>
element that really defines whether you have a static,  dynamic, or hybrid
NoB. If you want your clients to auto discover whatever type of NoB you've
got, then you'll need to assign the discoveryURI attribute to the
<transportConnector>.
