This is a small incompatibility.
The <beans> tag needs to be in the default ("") namespace
or in a spring namespace. You can not write anymore:
  <beans xmlns="http://activemq.org/config/1.0">
    <broker> ...

but you need to write:
   <beans>
     <broker xmlns="http://activemq..."

or
   <beans xmlns:amq="http://activemq.org/config/1.0>
     <amq:broker ...
