Good you post the complete exception?

This could well be a namespace issue. Try adding an empty xmlns to your 
spring beans:

  <bean id="users" class="java.util.HashMap" xmlns="">
    <property name="user1" value="user1"/>
    <property name="user2" value="user2"/>
  </bean>
