The protocolManager is replicating state and semantics as if it was a separate broker in top
of artemis. The AMQConsumer, the AMQServerConsumer are holding messages and doing redelivery
at that level instead of using the ServerConsumer and QueueImpl, hence you have to fix the
redelivery semantics of openwire.. that is.. the functionality is duplicated...

I will definitely refactor that on 1.2.0.. if you want to fix it.. go ahead.. but once refactored
is probably moot.
