    I think this is fair that this should be the default behaviour, but i think it should
be customisable, different users will want different behaviour (indeed we do).
    To facilitate this i suggest adding an optional extra setting (queue deletion policy)
then at the same address settings level to:
    "do not remove queue"
    "purge on delete"
    "drain to address"
    RE the persistence changing from the bindings journal.
    I would suggest that this could come later, if in understand right this would almost be
a breaking release change as such a big 3.0 release, this PR i think could hold for the interim
to avoid having to make a breaking release, but support the use case.
