    ARTEMIS-979 OpenWire "no-Local" consumer not working

    When creating a 'no-local' openwire consumer, it doesn't work,
    meaning it can still receive messages from the same connection.
    The fix is similar to what Artemis client does, which is adding
    a 'filter' to the consumer/subscription.
    The difference is that with OpeinWire we have to do it on the
    broker side.

You can merge this pull request into a Git repository by running:

    $ git pull https://github.com/gaohoward/activemq-artemis master-ow-nolocal

Alternatively you can review and apply these changes as the patch at:

    https://github.com/apache/activemq-artemis/pull/1029.patch

To close this pull request, make a commit to your master/trunk branch
with (at least) the following in the commit message:
