Im currently looking at https://issues.apache.org/jira/browse/ACTIVEMQ6-23 and moving the
connection load balancing to the cluster/server. the first pass will be quite simple, basically
just connection count, but this will evolve and take queue depth and consumer/producer counts
into account. This should make having to distribute messages around the cluster less of an
issue but obviously still needed.  We should probably have a single configuration for all
the load balancing and come up with something sensible, what you have suggested could fit
into this but I would probably save the 'ON_DEMAND' for something dynamic rather than just
round robin when consumers.
