This would be especially useful for ensuring that PFC doesn't kick in before your consumer
accumulates enough messages to be considered slow, since that would prevent the AbortSlowConsumerStrategy
from aborting the consumer.  Right now you have to estimate the worst-case size of a prefetch
buffer worth of messages and set your limit to that value, which is cumbersome and requires
separate a configuration for each destination.
