its placement in AbortSlowAckConsumerStrategy means it can't be used with AbortSlowConsumerStrategy.
 Without it, abortConnection="true" causes the broker-to-broker network connectors to be aborted

moved up, and the AbortSlowConsumerStrategy code should be updated to use it, and to allow
it to be set via the XML config.
