There are use cases for both settings - so, the setting has value. And toggling the default
will just shift which users are impacted by the misconfiguration. 

So, changing the default is a big risk with minimal value.

I would not argue against changing examples and the out-of-the-box config file as neither
will impact existing installs, but I am very concerned with changing the coded default.
