This is really a common requirement in Financial world, while we hope the last message to
be persistent even after the server restarted.

Thanks.

> org.apache.activemq.broker.region.policy.SubscriptionRecoveryPolicy shall get message
from message store based on subscriptionRecoveryPolicy setting in activemq.xml.
> For example, a setup as below:
> {quote}
> <subscriptionRecoveryPolicy>
>   <lastImageSubscriptionRecoveryPolicy/>
> </subscriptionRecoveryPolicy>
> {quote}
> When a new topic subscriber, no matter durable or non-durable, connects to a topic, the
subscriber can get the last message.
> But after activemq server restarted, new subscriber can't get last message when connect
to same topic, because last message only is kept in memory.
> Current SubscriptionRecoveryPolicy won't prepare the last message from message store
for new subscriber and needs to be enhanced to recover message based on policy setting.
> Thank you very much!
