This contradicts what the debug logs says if I don't change the parameter:

Note the {{TcpNoDelayEnabled=true}}!

This default value seems to come from {{org/apache/activemq/openwire/}}
which states

private boolean tcpNoDelayEnabled = true;

I think that either the documentation or the code should be updated.
