When setting the prefetchSize to 0 via PrefectPolicy, the value seen by the broker is 1000.

The value is correctly set in ActiveMQConsumer constructor in consumerInfo, but is later overwritten
to 1000 by applyDestinationOptions(), even if the option is not set in the destination options
from the broker url.

applyDestinationOptions() considers 0 as an invalid value, and then force the reading of the
value from the destination option, which has the default value of 1000.
