Yes that works now, thank you Hiram!

I couldn't understand where I got the wrong semantics from, but eventually I 
found the culprit:

https://github.com/apache/activemq-apollo/pull/1

The remainder of the documentation correctly says "retain:set" it was only in 
the example message.
