Have a look at org.apache.activemq.broker.region.policy.AbortSlowConsumerStrategy

test: org.apache.activemq.broker.policy.AbortSlowConsumerTest

The idea is that it will disconnect the consumer or connection if some
timeout has been exceeded between acks and there are pending messages.
In other words when it appears very slow.
