add option to message groups to configure frequency of forcing a new consumer
-----------------------------------------------------------------------------

                 Key: AMQ-3385
                 URL: https://issues.apache.org/jira/browse/AMQ-3385
             Project: ActiveMQ
          Issue Type: New Feature
            Reporter: Ben O'Day

This is a just a suggested feature, see this discussion for more details...http://activemq.2283324.n4.nabble.com/Fwd-Message-groups-enhancement-feature-request-td3635293.html

The basic idea was to allow configuring a frequency (either elapsed time or message count)
to force a new consumer for a given message group (similar to setting JMSXGroupSeq header
to −1). Would help distribute the load across consumers to better protect against slow
consumers, etc...
