The broker's ManagementContext makes a call to findMBeanServer() which fails in secure environments
even if ActiveMQ has the permissions required to find an MBean server, because a doPrivileged()
block has not been wrapped around the call.

The code should either use a doPrivileged() block (if the JMX server is important), or catch
the SecurityException and not have a JMX server, if it doesn't want one.
