Since topics are not really queues, the dequeue counter is not
applicable and is always zero.  If it was decremented, lets say every
time a consumer acked a message, you could end up with many many more
dequeues than enqueues since on a topic 1 enqueued message gets sent
to multiple consumers.  That would cause confusion.
