    Resolution: Working as Designed

The C++ client is limited to the old style URI syntax for the Failover transport.  I've updated
the Wiki page for configuring the C++ client URI to reflect this.  

If you want to create a new Improvement type issue and attach a patch to allow us to support
the new style failover URI syntax we welcome contributions.
