When messages in a queue exceed the threshold limits, the MemoryPercentUsage value shoots
up over 100%.   The producer then blocks and will not send again until the MemoryPercentUsage
value is below 100%.   The problem is that MemoryPercentUsage is not decremented correctly.
  

For example, if the MemoryPercentUsage value is 150%.  If consumers start consuming messages
off the queue, the MemoryPercentUsage value is decremented by 1 for each message consumed.
  Shouldn't this value be decremented by the amount of memory freed up by the consumed message?
