This patch replaces the old SharedQueue implementation with one that uses the store.  General
persistence and recovery of the shared, partitioned and priority queues are working. 

There are some still some issues that need to be worked out:
1. Memory limiting -- there are still some issue in this area when the queue size is larger
than the memory size.
2. Message expiration is not yet implemented.
3. Redelivery updates are not yet working.
