This isn't really a bug, currently we do not support Openwire V3 so we cannot respond to flow control messages from the broker.  What's happening is your broker is running out of memory and eventually doesn't respond to a new message being produced which causes the cpp client to fail.  There's not much that can be done on our side until the support of V3 is added to ActiveMQ-CPP.
