Just a thought but this sounds like the message delivery mode is not persistent. For reliable
message delivery in the event of network failures, the message producers need to set deliveryMode
to javax.jms.DeliveryMode.PERSISTENT.

                producer.setDeliveryMode(javax.jms.DeliveryMode.PERSISTENT);
