For any given Queue, add the ability to specify a fixed size (by message count or memory limit)
along with an explicit eviction policy such as 'oldestMessageEvictionStrategy'. This would
allow queues to be used with minimal monitoring as old messages could be dropped in favor
of new messages without exhausting system resources.
