There are several classes in the IO package that do not honor the contract of the InputStream
interface.  ByteArrayInputstream among others doesn't properly throw an exception or return
-1 based on the requirements of the Interface.

We should inspect the IO classes to ensure that they all properly follow the contract of the
IO Stream interface.
