If you read the info under the developer section here it indicates
that there is still some debate as to whether the APL is compatible with the GPL.  In the
past we have had issues with releases that included the doxygen m4 file as it was released
under GPL, so we contacted the author and got them to cross license it under APL as well.
 So to avoid any legal issues or the question of potential legal issues I'd say that we need
to get this cross licensed under APL as well.
