Suppose we have 3 terminal sessions A, B, C.

In session A, we run publish commands.
$mosquitto_pub -m "hello world" -t '/hello' -u 'admin' -P 'password'

In session B and C, we run subscribe commands.
$mosquitto_sub -m "hello world" -t '/hello' -u 'admin' -P 'password'


Only one subscriber will receive the published messages from A. The sequence is like this.
A pub a message
B receive , but C dose not receive the message. 
A pub another message,then
C receive, but B dose not receive the message. 
...
