When creating an embedded broker, there doesn't appear to be a way to set transport specific
options.  Using the java-embedded-broker example, you create a connection like:

        // Control which ports and protocols the broker binds and accepts
        AcceptingConnectorDTO connector = new AcceptingConnectorDTO();
        connector.id = "tcp";
        connector.bind = "tcp://0.0.0.0:61613";
        
        broker.connectors.add(connector);

You can set send_buffer_size and receive_buffer_size, but not options like max_read_rate or
max_write_rate.
