It would be really useful to have a simple way of sending a message to a destination from
a plugin. Ideally, if the issue APLO-194 is solved, you just would have to create a generic
message and send it to a destination described as a string.

This could be useful, at least, in services that execute periodically and send a message to
a destination certain conditions (statistics gathering, task automation, ...) or in filter
plugins where you could send messages when some conditions are met (logging, monitoring, ...)
