This patch includes the creation of a new target, 'dev-server-webui', which includes a server,
obr, and has a still empty, but OSGi-aware GWT web UI. Just build the application, start dev-server-webui,
and go to localhost:8080/webui

The two attached bundles are included for convenience, they have been downloaded from ops4j,
and should go into the core/ext directory. I could not find a release for pax-web-extender-war,
so I used the latest snapshot.
