After further consideration the fix is a bit different than described above. 

I've made the Deployment Repositories deployment keep count of the number of concurrent requests
they are serving. When they reached a specified number they will throw an OverloadedException.

This exception will be picked up by a servlet filter and converted into a backoff header.
