The new agent supports range headers. It has been implemented as part of ACE-347 & ACE-323.
When a download handle is started, and it has a partial local file, it will request a relative
range. Assuming the server support this request it will then respond with the appropriate
partial content response. 

This issue deals with the server end. Specifically the (agent) deployment servlets must implement
this support. Renaming the issue to reflect this.
