ACE server restart with running unregistered targets causes inconsistent deployment repository
behavior
-------------------------------------------------------------------------------------------------------

                 Key: ACE-240
                 URL: https://issues.apache.org/jira/browse/ACE-240
             Project: ACE
          Issue Type: Bug
            Reporter: J.W. Janssen
            Assignee: J.W. Janssen

If you restart a running ACE instance while an unregistered target is remains running, the
deployment repository instance gets into a inconsistent state where it fails to respond to
the running target.

The log is polluted with traces like:

2012.03.29 17:13:23 WARNING - Bundle: org.apache.ace.deployment.servlet - Error getting available
versions. - java.io.IOException: No local version available of FilebasedBackupRepository[/var/folders/3w/s23k21td37bgc4_z7_hgh3700000gn/T/currentrepository7810219765945788431.tmp,/var/folders/3w/s23k21td37bgc4_z7_hgh3700000gn/T/backuprepository9020869154747969014.tmp],
