Suppose I have an empty table and four tablet servers and I give it 7 split points:
a, b, c, d, e, f, and g. Will the the split ranges be distributed on the tablet servers as
follows:

(,a]  - Server 1
(a,b] - Server 2
(b,c] - Server 3
(c,d] - Server 4

(d,e] - Server 1
(e,f] - Server 2
(f,g] - Server 3
(g,] - Server 4
