   When an Accumulo process starts up, it should do a sanity check on configuration as soon
as the configuration is loaded, and report a warning if it detects any use of a deprecated
property. Ideally, the warning would also indicate which property it is replaced by, or at
least hint at where to look to see documentation about the deprecated property. It would also
be good to do this at the same time it performs other sanity checks for configuration properties
(for example, to ensure that numeric fields are actually numbers, boolean fields are actually
true/false, etc.)
   
   This could also happen for per-table configuration when those are loaded (so long as they
aren't loaded multiple times), but that could be done in a separate step.
