[~kturner], the second option may be the way to go. After talking with [~etcoleman] yesterday,
one of the big issues is the need to have the newly split tablets nicely distributed across
the cluster. Currently that is achieved by adding the splits, taking the table offline and
bringing it back online to achieve that result.
