Just to confirm, if I manually alter instance.volumes in accumulo-site.xml in Accumulo 1.7.2,
the shell picks the new value. E.g.:

  <property>
    <name>instance.volumes</name>
    <value>hdfs://master:9000/break/the/shell/accumulo</value>
    <description>comma separated list of URIs for volumes. example: hdfs://localhost:9000/accumulo</description>
  </property>

The shell also ignores any override for instance.volumes that might be added to client.conf.
This behavior seems to be in agreement with what you'd expect, [~ctubbsii].
