My patch for ACCUMULO-4409 does some of this, because it's a prerequisite for getting the
AccumuloMonitorAppender on the initial class path for log4j initialization (if that appender
is used, which that patch does by default).

After I finish writing the unit test for that, I'll merge it in. I'm not sure what else you
were planning for this, but we'll be able to build from that after it's merged.
