Ok, the RPC exclusion when not the active service is definitely busted for the Master. I goofed
up the original patch.

It looks like the only way to properly do this is to return a custom Thrift exception to denote
this. Any RuntimeException or TException thrown by the Master would result in a TApplicationException
on the client, and ultimately an AccumuloException (instead of a retry).
