After some thought, I don't think we actually need a hierarchy of config containers (though,
it might help to visualize it that way). We just need code that knows how to create the hierarchy
in the snapshots, when the snapshot is requested. This can be done based on the type The snapshot
can be provided directly from the ServerConfigurationFactory.

So, what we need is:

* The ServerConfigurationFactory is a big bag of configuration containers, each corresponding
to a single ZK path.
* The getSnapshot methods on the factory know how to construct a hierarchy of snapshots from
the relevant containers' current contents.

This should make it easier to implement atomic changes to the configuration, and should simplify
reading loading/saving configuration from/to ZooKeeper.
