The tracer service is just an optional sink for trace. Other sinks are available. While I
think this change would be more consistent with the other Accumulo services, I'm not sure
I'd want an optional component, which is essentially behaving as an independent client, to
be so tightly coupled with Accumulo's internal security mechanisms.

That's my only reluctance. At this point, the tracer is really an Accumulo sink for HTrace,
more so than it is an Accumulo component.
