As it turns out, this property is already set to false by default by the surefire and failsafe
plugins. However, it effectively gets flipped to true when specific tests are run, and so
must be explicitly set to false to override that behavior. Better yet, there exist {{-Dsurefire.failIfNoSpecifiedTests=false}}
and {{-Dit.failIfNoSpecifiedTests=false}} which will achieve the desirable behavior.
