Builds on top of the ACCUMULO-925 patch. By default, 5 pairs of .out and .err files will be
retained on process start. Number of retained pairs is controlled by {{ACCUMULO_NUM_OUT_FILES}}
in accumulo-env.sh (also added to the template). I am open to better names for that variable.

This makes it more difficult to debug failures if you have something like puppet or supervisord
ensuring that your processes are always running. We should figure out how to roll the files
instead.
