Sorry... spending too much time in Python lately, I forgot to decorate testEncodeAll with
@Test which meant that that test was never run, which meant that I didn't spot a stupid bug
in the test code.

I've uploaded a new patch 0002-ACCUMULO-3761-RowEncodingIterator-should-take-a-maxi.patch,
please let me know if there's any trouble applying it or if my git-fu is weak.

Your statement re. the public API is interesting, ~ctubbsii suggested that I exclude this
change from 1.6.3 due to semver (shouldn't add functionality in a bugfix release). Doesn't
matter to me, either way.
