Eric Newton resolved ACCUMULO-3709.
-----------------------------------
       Resolution: Fixed
    Fix Version/s: (was: 1.7.1)
                   1.7.0

I'm afraid I've been rude and pushed [~phrocker]'s changes in under my own name. I think this
was very important, and wanted it in 1.7.0.

Many thanks to [~phrocker] for chasing this down, providing a patch and a new test. Awesome
work.

> If mutations are rejected during the close of the output formatter and subsequently the
writer ( which causes a flush ), then the exception is not rethrown...only logged.
> I'm testing a change to rethrow the Mutation rejected exception as a wrapped IO Exception
