I just realized that I didn't do a good job at the "big picture" of why I requested this.

For our integration tests which primarily rely upon MiniAccumuloCluster, each test class (if
not test method) will start ZooKeeper and then Accumulo processes. If we can start a single
ZK instance (in the Maven pre-integration lifecycle phase) and have all MACs use that ZK instance
instead of starting their own, it should help the speed at which the tests can run.

Allowing MAC to use another ZK instance is a first step. The next step would be modifying
the build to start that single ZK instance, provide some configuration to the integration
tests to use instead, and then stop the ZK instance at the end of the integration tests.
