Not sure deprecating a bad thing in this case.  It serves as a communication channel.   If
we allow {{RELATIVE=hdfs://foo3/accumulo}} in {{instance.volumes.replacements}}, we will still
have to eventually log a warning about and ignore the {{RELATIVE}} key.
